Jerry Bloom is a veteran energy attorney with more than four decades of experience in the project development, finance, and operation of independent power projects across the United States, Mexico, Latin America, Europe, and Asia. As Principal of Bloom & Associates LLC, he advises developers, investors, and operators across renewable generation, energy storage, combined heat and power, and conventional generation.
Prior to founding Bloom & Associates, Jerry was a partner at Winston & Strawn LLP, where he chaired the firm's Energy, Project Development, and Project Finance practice and served on the Executive Committee. His energy law practice spans regulatory and administrative law, legislation, project development and finance, mergers and acquisitions, bankruptcy and litigation. He appeared regularly before the California Public Utilities Commission, the Federal Energy Regulatory Commission and other state and federal regulatory bodies. He helped found and served as counsel to the California Cogeneration Council and represented the Unsecured Creditors and Tort Claimants Committees in the Pacific Gas and Electric Company’s 2001 and 2019 bankruptcies, respectively.
Jerry serves on the George Washinton University’s Alliance for a Sustainable Future Leadership Council and its Planet Forward Advisory Council. He previously chaired the George Washinton University’s Solar Institute Advisory Board. He was ranked in Tier I by Chambers Global and Chambers USA since the inception of its U.S. rankings in 2003 and recognized in multiple years in Best Lawyers in America and in Super Lawyers.
Jerry holds a J.D. from the University of Miami School of Law, a B.A. in Psychology and a M.A. in Counseling, both from the George Washington University.
